The award was presented to Mrs. Frain by retiring State Rep. Douglas Gutwein, who also read a statement in her honor from Gov. Eric Holcomb. Additional tributes from dignitaries were acknowledged as PCHS board member Judy Heater led the recognition of Frain’s tenure with the organization. She began her work there in April 1977 when it was known as the Council on Aging and has guided the agency for four-and-a-half decades.
Pulaski County Human Services, Inc. (PCHS) began as the Pulaski County Council on Aging in November 1974, according to a history on the organization’s website. The State of Indiana partnered with the Area Agency on Aging designee, LCEOC, and held a community meeting of local leaders to establish a Pulaski County aging-service provider. The first Senior Citizen Nutrition Site was opened in Medaryville and provided a hot nutritious lunch to about 30 persons daily. In March 1975, the local group formed a board and incorporated as a 501(c)3 not-profit organization focused on providing services to the elderly. (Read more history here)

Wednesday’s annual Senior Resource Fair and Picnic were held at the Winamac town park. Keira Bucinski, a WCHS 2022 grad, made all the table decorations for the annual picnic and celebration. Aaron Paulsen provided music.
