Town manager Brad Zellers and the council discussed the list of annual appointments. The following appointments were made:
- Town Manager - Bradley Zellers
- Town Attorney - Justin Schramm
- Town Marshal - Mike Buchanan
- Electric Superintendent - Doug Shorter
- Water & Street Superintendent - Jeremy Beckner
- Wastewater Superintendent - Barry Day
- Board of Finance - TomMurray
- Board of Finance vice president - AlvinParish
- Park Manager - Dave DeLorenzo
- Board of Zoning Appeals: Robert Klitzman and David Sparks have agreed to remain on the Board of Zoning Appeals for another four years.
- Winamac Plan Commission: Larry Weaver will fill the position of Town Council appointee. There is one Democrat opening needing to be filled.
- Winamac Parks and Recreation Board for four-year-term: John Chapman's term is up in 2021.Renee Calabrese was approved to succeed him.
- The Tree Committee remains the same.
- Airport Board: remains the same.
- Winamac Economic Development Commission: remains the same.
- KIRPC: John Simmermaker agreed to remain on the KIRPC board.
- Community Development Commission of Pulaski: remains the same.
- Winamac Wellness Center: Judy Heater was appointed to serve.
- Northwest Indiana Solid Waste District: Alvin Parish was appointed to serve as the town representative
- ABC Board: Tim Murray agreed to reappointment to the ABC Board
- Star City Sewer District: remains the same.
- Galbreath Friendly Charities (GFC): Tom Murray
In other business, water and street department supervisor Jeremy Beckner reported his staff have been working on brush and Christmas tree pick up, along with changing meters, salting roads, and performing maintenance. He also mentioned working with IDEM on permitting for the filter project.
The other department superintendents were not in attendance at the meeting due to Covid-19 restrictions. Zellers reported for the wastewater and electric department superintendents. The statistical report for the police department was provided to the council.
Zellers reported that he is advertising for bids to tear down of the Freeman Property.. Discussion followed.
The council’s regular meeting for February will be the 15th instead of Feb. 8..
Clerk-Treasurer's report:
- A list of investments was presented to the council. The investments are held at Lake City Bank.
- Surety bond for the clerk-treasurer has been recorded with the Pulaski County Recorder's Office. Surety bonds for town manager, first deputy, second deputy and park manager have not yet been received.
- Nepotism and Conflict of Interest forms have been provided to the council for execution and returned to the clerk-treasurer.
- A Water and Wastewater Adjustment in the amount of $203.13 was presented for approval. It was accepted unanimously by the council.
- Following discussion, the council voted to approve Resolution No. 1 of 2021: an emergency ordinance providing for the transfer of appropriations for the town for the 2021 year, pursuant to IC 6-1.1-18-6..
In old business, council president Murray shared information on a well that needs to be checked into being abandoned.
There was no new business before the council.
