The Pulaski County Chamber of Commerce presented the 2019 Halleck Community Service Award to Howard Conner of Winamac Wednesday evening at the Chamber's annual awards banquet. Community involvement came naturally to Conner at the guidance of his parents and his wife Janice. He has been a member of Pulaski County Farm Bureau since 1964 and Arrowhead RC&D since 1967. He has 50 years of 4 H involvement and is a lifetime member of St. Peter Church in Winamac where he served two terms on the parish council. He is a 33-year member of the Pulaski County Human Services transportation advisory council, served nine years as a Pulaski County Fair Board Member, and 20 years as a Pulaski County Soil and Water Conservation District member. He is a former Kiwanis Club member.
Conner also has served the public as a county commissioner for eight years, and as a county council member for one term.
Conner is a lifetime resident of Pulaski County, born in 1936 to Marion and Violet Conner. He is a 1958 graduate of Winamac High School and has taken several Purdue University agriculture classes. He and his wife Janice have been married 57 years and have three sons and seven grandchildren. Although a lifetime farmer, he also worked winters at Plymouth Tube for several years.
About the Halleck Award
The Halleck award was first presented by the Chamber in 1979 to its namesake, the late Dr. Harold J. Halleck. Last year's recipient was Charles McKinley.
This award is to recognize a person who exemplifies community involvement in both his/her professional and personal life. Dr. Halleck was known for dedication to the Pulaski County community.
The Chamber notes that every town, every city is blessed with a handful of individuals who selflessly donate their time, energy, and hard work to make their community a better place for everyone to live. Such individuals often give this time and energy for years without the gratitude and recognition they deserve.
In order to recognize such outstanding individuals, the Pulaski County Chamber of Commerce awards the H.J. Halleck Community Service Award to one deserving individual each year.
Criteria for the Halleck Award are as follows:
- The award recipient must be a resident of Pulaski County.
- The recipient should have an identifiable and successful record of service to the community in a variety of public service endeavors.
- The recipient may be male or female of any adult age.
- The recipient need not be retired.
- Posthumous awards are not given.
