Lt. Gov. Becky Skillman nominated Charbonneau as a Henry Toll Fellow. He was then selected from many outstanding applicants as one of the most promising leaders of state government by a committee of state elected and appointed officials.
Named in honor of a Colorado senator who founded CSG in 1933, the Henry Toll Fellowship Program seeks to develop the next generation of leaders from the three branches of state government.
This year’s applicant pool included state leaders from the legislative, executive and judicial branches of government and represented 42 states and two U.S. territories.
Past Henry Toll Fellowship graduates include governors, U.S. Senators, Supreme Court Justices, members of Congress and other leaders in state government.
