The school board voted to accept the bid from Midwest Transit Equipment Company for one 2015 IC/Collins, 72 passenger school bus for $83,236 and $52,647 for a Starcraft mini-bus with a wheelchair lift. Midwest will allow $6,000 for a trade-in allowance for bus 15 and $4,000 for mini-bus 4.

The Internet usage was reviewed with Superintendent Don Street. As anticipated with the1:1program, the Internet usage has increased. The need to increase bandwidth was discussed and adjustments to do so have been made. Preliminary survey results of Internet availability at home were reviewed. Approximately 82% of the students have Internet at home.

Street also reported that the new security doors are installed and working properly in the buildings.

Wind production for November has increased from the previous months. NIPSCO updated equipment at the Salem substation and performed tests with the wind turbine.

Street share a letter to local state legislators concerning the need to increase funding for career and technical education without changing the formula. If the funding formula is changed, as discussed at the state level, West Central would receive significantly less funds.

The Teacher Performance Award formula for West Central was presented to the board.

Under action items:

  • The board approved a resolution to conduct the necessary transfers so that all accounts have a zero or positive balance for the year of 2014. The board also resolved that funds be encumbered from the 2014 accounts for use in 2015.
  • American Fidelity, the corporation’s 125 plan administrator, has a plan which allows a $500 carry over to next year’s plan if participants have not spent out their medical expenses. The board voted to approve this plan.
  • Becky Reed and Hillary Durie asked the school board for permission to have a Sunday performance for the high school play during the 2015-16 school year. The board approved the request.
  • The board voted to approve the first reading of the fixed assets account policy, as presented, setting the limit at $5,000 for recording purposes.
  • A conference request was approved for Brian Pilarski and Mike Lattimore to attend the National Sports Clinic in Chicago with expenses to be paid by the athletic department.
  • A field trip request was approved for the 6th Camp Tecumseh in Brookston for September 2015.
  • The board voted to raise the substitute teacher pay to $65 per day beginning Jan. 1.

Under personnel items:

  • The board accepted the resignations of teacher Ryan Myers and varsity volleyball coach Brandi Kappes.
  • A maternity leave request was approved for Elizabeth Swalby.
  • The board voted to employ Kelly Jackson as a special education instructional assistant on a claim basis, and Sarah Pfeifer at Cooperative School Services.

"Student of the Month" certificates were presented to Arin Tarr at the middle school level, and Angel Carrillo at the elementary level (but who was unable to attend the meeting).

A recognition plaque was presented to retiring school board member Kerry Miller honoring him for his 16 years of service to the West Central School Corporation.

Principal Reports:

Elementary school principal Dan Zylstra reported that December will be a short and busy month. On Dec. 5 Title I will host its annual Donuts with Dad event. The Christmas program will be at 6 p.m., Tuesday, Dec. 16. It will include grades 1, 3 and 5.

For the Thursday morning PD (professional development) sessions organizers have had the unit leaders meet with grade-level teams to review information from the Department of Education.  All elementary teachers also took a practice test on the new “Indiana Academic Standards” so they could experience the same test that their students will experience. The staff has also spent time reviewing  technology use and evaluating effectiveness of current educational programs in use.

Middle/high school principal Pat Culp reported that on Nov. 11, West Central hosted the Veteran’s Day program in the gymnasium. Guest speaker Larry Brady provided an inspirational message to middle school and high school students. Veterans were invited to stay after the program and served lunch by student council members. A special thank you is extended to the veterans and their families for their service to our country.

Thanks to the hard work of Mrs. Gainor, Mr. Allen, Mrs. Pelsy, and the middle school staff, the middle school Student Achievement Plan for the DOE has been submitted for review. With the assistance of Mrs. Pelsy, the middle school has reviewed data from last year’s ISTEP scores and this year’s Acuity tests. The data reviewed proved very insightful for the staff. The goal is to continue to improve student learning and improve the middle school letter grade. Currently the middle school is still considered a Focus School by the DOE, and the staff continues to work to make strides to enhance student learning.

The middle school is also preparing for the second round of the Acuity testing for all students. The Acuity is a grade-level test used to determine student strengths and areas of improvement. The Acuity test has changed to mirror the changes to the upcoming ISTEP test in the spring. Also, the high school is preparing for the End of Course Assessment (ECA) in December. Students will be tested in the areas of Algebra I and English/Language Arts.

On Monday, Dec. 15, West Central will host a Winter Concert. Performances from the high school, middle school, and Jazz band as well as performances by the high school choir will highlight the evening. The festivities will begin at 6 p.m. in the high school cafeteria.

The end of the semester will be on Friday, Dec. 19. Culp said students and staff are working hard to end the term strong.

Prior to the regular board meeting, the school board met in executive session “to discuss a job performance evaluation of individual employees,” in accordance with state law.

Stop signs to be added to two county intersections

The Pulaski County Highway Department will add stop signs Monday (April 28) to two county road intersections – one in southeast Rich Grove Township, and the second in northwest Monroe Township.

The new stop signs were approved April 14 in an ordinance adopted by the county commissioners.

Pulaski County America 250 committee to meet April 28

The Pulaski County America 250 Committee will meet at 6 p.m., Monday (April 28) at the new Pulaski County Historical Society Museum, 110 N. Monticello St., Winamac.

The annual Pulaski County Economic Development Summit is set for 6 p.m., Tuesday, April 29, at the Knights of Columbus hall, Winamac. The event is hosted by the Pulaski County Community Development Commission.

The keynote speaker will be Stephanie Wells, president of the Indiana Fiscal Policy Institute. The program will also feature the annual “State of the County Economy” address by CDC executive director Nathan Origer.

PMH seeks community input identifying health needs of local communities

WINAMAC - Pulaski Memorial Hospital has announced the launch of its 2025 Community Health Needs Assessment, a comprehensive initiative aimed at identifying and addressing the most pressing health needs of our local communities.

“Community feedback is essential” said Hospital CEO Steve Jarosinski. ”PMH will be gathering input from residents, local organizations, community leaders, and even other area healthcare professionals to better understand the health challenges and opportunities across the region.”

Southbound I-65 reopens in Jasper County following hazmat fire

ROSELAWN (April 22) - I-65 southbound reopened near mile marker 230 at approximately 6:30 a.m. (ET) Tuesday, almost 17 hours following a spectacular semi-truck fire and hazmat cleanup which included an overnight repaving of a section of the interstate. No injuries were reported.

After assessing the damage to the roadway, the Indiana Department of Transportation determined that the accident scene needed to be resurfaced. INDOT already has a contract in place for this area for pavement patching with Rieth-Riley Construction, and they were able to mobilize to take over the scene once cleanup was complete. A total of 7,700 square feet of asphalt to a depth of four inches (and six inches on the outside shoulder) had to be replaced overnight.

Braun signs package of executive orders to ‘Make Indiana Healthy Again’

INDIANAPOLIS (April 15) – Gov. Mike Braun Tuesday signed a landmark package of executive orders with initiatives to improve Indiana’s health and well-being.

U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. and Centers for Medicare and Medicaid administrator Dr. Mehmet Oz were in attendance to support Indiana’s initiative. Indiana now joins a number of states that have embraced, through legislation or executive orders, Kennedy’s “Make America Healthy Again” (MAHA) movement.

2025 Indiana General Assembly: Bill Watch

Members of the Indiana General Assembly are working through proposed legislation on such topics such as education, health care, housing, property tax reform, responsible management of water resources, and much more. Gov. Mike Braun has now begun the process of signing passed legislation into law.

Measles cases climb to 800 nationwide; 8 in Indiana

INDIANAPOLIS (April 21) — The Indiana Department of Health is investigating an outbreak of measles and working with local health officials to help stop the spread of infection. The current reported cases are connected to each other but at this time there are no known links to outbreaks in other states.

Eight cases have been reported in the Indiana, all in Allen County.

Pulaski Superior Court appears saved

INDIANAPOLIS (April 24) – Pulaski Superior Court and seven other rural courts have been spared from closure, following revisions made to HB1144 approved by both the state house and senate Thursday evening in the Indiana General Assembly.

The legislation is now pending the approval of Gov. Mike Braun.

Chamber presents Don, Lynn Darda with 2025 Halleck Award

The Pulaski County Chamber of Commerce presented the 2025 Halleck Community Service Award to Don and Lynn Darda of Winamac at its annual award banquet Thursday evening (April 24), at the Winamac VFW.

The Dardas are both retired teachers in the Winamac schools and have been enthusiastic volunteers in a variety of projects throughout the years. 

Community Foundation awards $15,000 in grants

The Community Foundation of Pulaski County (CFoPC) has announced $15,000 has been awarded in grants to local nonprofits and community organizations.

The following projects and organizations have received funding:

  • $5,000 to Pulaski County Historical Society – “We’re Moving!”
  • $10,000 to Pulaski Memorial Hospital – for a Community Health Worker

Alliance Junior Board visits BraunAbility

The Alliance Bank Junior Board of Directors had the opportunity to visit BraunAbility in Winamac in April.

During their visit, the student directors were given a presentation about the company and had the chance to ask questions. They also had a tour of the facility, which allowed them to see the manufacturing process of vehicles equipped to assist individuals with disabilities.

Jury finds Monterey man guilty of attempted murder 

WINAMAC – A Pulaski County Circuit Court jury has found a Monterey man guilty of attempted murder in connection with a July 3, 2023 shooting in downtown Monterey.

Kenneth D. Ketcahm, 41, was also convicted on additional charges of criminal recklessness and pointing a firearm. The verdict was returned Monday (April 14).

Fatal crash on U.S. 421 under Investigation

MEDARYVILLE (April 15) – The Pulaski County Sheriff’s Department is investigating a crash which claimed the life of a Porter County man Tuesday on U.S 421 near the intersection of CR 800N in Cass Township.

The crash involved a dump truck and minivan. Release of the identity of the deceased minivan driver is pending the notification of family.
