Mrs. Frain has served for over three decades as the executive director of Pulaski County Human Services.
Working as a volunteer, she helped organize and oversees the Coordinated Local Assistance Service Project (CLASP) which includes the holiday Toy Store. She also assumed responsibility for and administers the Pulaski County Food Pantry. She is a grant writer and administrative volunteer for the Pulaski County Family YMCA. She was a longtime member of the Chamber of Commerce board. She is a former director of the Miss Pulaski County and Miss Maxincuckee pageants, and has served as a judge for area pageants.
She is a member of the First Christian Church, is a former member of the Winamac Kiwanis Club, and has previously been awarded the Sagamore of the Wabash, one of the highest honors given to a civilian by the Governor of Indiana.
The Chamber's annual dinner meeting also recognizes an "Organization of the Year." This year's recipient was Pulaski Memorial Hospital.
Bailey Hoover is the newly-elected Chamber president. Co-vice presidents are Judy Heater and Gavin Ford; secretary is Nathan Origer, and treasurer isamy Cantu. New board members are Aaron Paulsen, Chris Ford and Nora Schambers.
The Chamber's next meeting is 5:30 p.m., Monday, April 21, at the Municipal Utilities Building, SR 14 West, east of The Braun Corporation.

Criteria for the Halleck Award are as follows:

The award recipient must be a resident of Pulaski County.

The recipient should have an identifiable and successful record of service to the community in a variety of public service endeavors.

The recipient may be male or female of any adult age.

The recipient need not be retired.

Posthumous awards will not be given.
